Question "Start Database Manager" not working

I am using Db2 ESE 9.5 version on windows. For some reason Database manager not starting. And from command line processer, i am getting the follwing message.
db2 => start database manager
SQL1032N No start database manager command was issued. SQLSTATE=57019.

Tried restarting the machine. IT didn't start.
Tried stoping all services and started again.. same result.
I am short of any ideas further. Help required, if some one already faced this problem.

try in command line
db2start and check db2diag.log
if needed : diaglevel=4
license ??
