What does "Number of licensed authorized users" means?

Hi,
I installed db2 v9.5 enterprice on Linux and checked db2licm -l command one of the line of output is:
Product name: "DB2 Enterprise Server Edition"
License type: "Authorized User Option"
Expiry date: "Permanent"
Product identifier: "db2ese"
Version information: "9.5"
Enforcement policy: "Soft Stop"
Number of licensed authorized users: "25"

What does this 25 users means? If I understand correctly DB2 can be licensed by "processor value unit" or "authorized user model". Does this mean this type of software was bought using licences "authorized users model"? Will DB2 stop additional connections to database if more then 25 users concurrently connects to database - probably not if I understand correctly "soft stop" option?

You understand correctly.

I am not sure that DB2 knows how many users there are, since it is possible for a single user to have multiple agents (in a parallel query, etc). But I could be wrong about that.
