development center in 9.5

Hi,
I have installed db2 v9.5 ESE on windows and then applied fixPack3 but i can see no development center tool with it. where do i get it from.

you have to download data studio for developer

doesnt it comes with Enterprise server edition. we had it in v8.1.
And do we need a separate license for downloading data studio?

some parts of data studio can be downloaded for free
it is not part of ese
