Create Index On Column With Expression

I found this rather uncommon. You ask me why?
Db2 on Z/OS allows this feature of creating a index on column with expressions like Lower etc..Strangely Db2 on LUW..even with FP3 is not have that feature on. Do you guys know of any aPAR or fix which would enable this on LUW.
Situation is that i am involved in a migration project from oracle.. where there are a lot of functional indexes defined...Any ideas please....
