V9.5 Runtime vs Installed Path

I get the error below when attempting to migrate an instance:

DBI1277E Install path and runtime path do not match

How can I tell what db2 thinks is the install path and runtime path?

When I run db2chgpath, I get the message below. Shouldn't the from and to directories be different ?

Changing the embedded runtime path for DB2 deliverables installed
under /cs/IBM/db2/V9.5 from /app/IBM/db2/V9.5/ to /app/IBM/db2/V9.5/
