In oracle if we give the below query :

select if_row_batch_num from eim_fn_asset1 where if_row_stat=&if_row_stat;

It will ask for if_row_stat as given below:

In db2 is there any way to design such that user gives on runtime ?

Not really; you would have to wrap a shell script around your query.
