V9.5 upgrade

When running the migrate db command to upgrade a db from V8 to V9 it appears that the health monitor is running. I have it set to OFF at the DBM level. Any idea how this could be, since it should be turned OFF ?

That seems to be suggesting that you set DB2_FMP_COMM_HEAPSZ = 0, which will prevent all fenced processes from starting. There might be other fenced processes in some databases besides the Health Monitor, so not sure if that is advisable.
