Any method available to get the high water mark of MAXAPPLS parameter ?

I am not aware that there is a method for this. You should derive to this value based on how many people your business expects to be connected to this DB at that same point of time.

If you set it too low you will hear about it rather quickly

look in
get snapshot for databse

You can try the DB SNAPSHOT and look into the MAX NUM CONNECTIONs which will give you an idea of the MAXAPPLS.

Regarding the high-water mark, hope this one from Manual will be helpful:

"When an application attempts to connect to a database, but MAXAPPLS has already been reached, an error is returned to the application indicating that the maximum number of applications have been connected to the database. "

not sure if this is relevant but there may be beginners like me who don't know what a water mark is...
the onlyplace i have seen a water mark is or movies where some1 tries to block the subtitles n stuff
