No email when the instance down

Hello everyone, I am new in DB2.

I just test the "Health Center". If I "Quiesce" the database, I can get the alert email. If I stop the instance, I can't get the email which tell me the instance is down.

How to config the health center to send an email when the instance is down.

Thanks a lot,
Steven
