How to retrieve value from KeyedDataQueue from procedure

hi,
please help me with writing a procedure which reads the register number from queue using user id.

i wrote a procedure which returning 0 always. and i wrote another procedure for retrieved value from simple data queue. its working fine.

this eating my brain badly.

please help me
