Db2 Performance Optimization features

We are in the process of migrating DB2 from z/OS to DB2 V9.7 EE Linux. The exisiting system DB size of around 200GB. As we all know DB2 V9.7 EE doesn't come up with performance optimization features like WLM, PE, QP. It involves extra cost in obtaining the licence from IBM. How feasible to have these features in the new environment? Could you please add your thoughts? Ours is financial application which have both batch and OLTP parallelly.
