Or you change the owner of the $HOME/sqllib/adm/.fenced file. The owner of that file is actually the user used to own the fenced processes.

db2iupdt with -u parameter can be used to change the fenced id starting with v9.7. Prior to v9.7, you need to drop and recreate the instance. Take a look here for more info:
