How to configure rlf in DB2connect?

I have a problem to limit threads that come from DB2connect/
I've try to enter some definitions in the rlst table one on the Plan DISTSERV and one fo the SYSSH200 package without any success.
Maybe the problem is in the definitions of the DDF ?

Someone has an idia how to RLF DB2connect ?
