Offload of DB2 Active Log

Hello,
I have a problem, whene db2 starts to offload Active log to Archive Log automatically, My Thread connection was queued and caused my QUEDBAT parameter increase. (whene i display ddf)
Is it normal or i have problem? what must i do?
