Backup and restore AS400 DB on Windows.

Can I take a backup of DB2 DB on AS400 and restore it on Windows server?
There should be a way but how difficult is that?

No, you cannot backup from anything and restore to windows. It has to do with the way windows works with directories. It also has to to with the little/big endian thing. Look in the manual for the limitations from backup from one OS and restore to another. You only option is db2move.

The issue is more than different OS's. DB2 for iSeries (AS400) is a different product and backup files are not compatible with DB2 for Linux, UNIX, Windows.
