Importing flat file & Comparing it with Db

Hi,

I want to import a flat file with fixed length and then i want to comapre its data with table data..I can do it if there are no changes between file and table data..But i have few rules which i need to apply before i compare it with the database table.I have read only access to theh dB

Can we import the file with SQL and compare its data with the tagret database as we normally do??

Or is there any other way which i can do that//
