Dsne100i dsn1 not operational, retry count is zero

We are not able to access the DB2 panel instead we are getting an error as DSNE100I DSN1 NOT OPERATIONAL, RETRY COUNT IS ZERO. Even we checked the thread but one user was connected with threads but when we tried cancelling his thread.. we were not able to do so..

the thread is active for a user based on the below display message

NAME ST A REQ ID AUTHID PLAN ASID TOKEN
BATCH N 1 TCHN392 0042 0

Any thought ??? ....
