anyone have information on how to get around the following error?

A severe error occurred while initializing the debugger session. To use the debugger you must restart your database instance. Return code = -1879048100

server being accessed -- version 9.5 fp4 on aix 5.3

both Developer center (version 8.1.8) and Toad for db2 (version 4.5) work just fine to debug one instance

they both fail with that error on another instance -- same database layout, one instance dev and the other system test, both running version 9.5 fp4

IBM has recommended a restart of the instance -- which we did to no avail.

other ideas???
