DB2 8 has been out of support for 3 years now, and I doubt you can properly install it on Windows 7. The most current version of DB2 is 9.7.

DB2 V8 went out of service nearly 3 years ago. It might be a compatibility issue with Windows 7. Try a new version of DB2.
