Wink DBI1281E while creating instance The dbm cfg file could not be found

Hi Guys,
I have an problem while creating instance, i created the 3 groups
one for iadm, second for dasadm, and other one for fencgroup


Created 3 users respectively with the above groups.

while creating the das, i am getting the following errors
SQL4401C The DB2 Administration Server encountered an error during startup.
DBI1070I Program dascrt completed successfully.


And Again while creating the INSTANCE, I AM GETTING THE FOLLOWING THE ERROR.
cat /tmp/db2icrt.log.3646
Program name = db2idbm
Instance home dir = /db2/fttpdevp, Sysadm group = db2iadm1
Instance type = 1, Auth type = SERVER

SQL6048N A communication error occurred during START or STOP DATABASE MANAGER
processing.
Update DBM cfg SYSADM_GROUP errcode = 8
DBI1281E The database manager configuration file could not be
initialized.

Explanation:

An error occurred when attempting to initialize the database
manager configuration file. A DB2 instance could not be created
or migrated.

User Response:

Refer to the log file for problem determination. Resolve the
problem and try the command again. If the problem persists,
please contact IBM Support.


DBI1079I Output is saved in the log file /tmp/db2icrt.log.3646.

Explanation:

All processed and failed operations have been saved into this log
file.

Do not modify this file in any way. This file is for IBM
Technical Support reference.

I changed the kernel parameters and rebooted

If any one stops here and help me out would be appreciated.
