Access Paths On AS400

I have a report that is submitting three distinct sets of SQL commands. For two of the three statements, I am receiving "SQL5065 Access Plan Not Found". The statement is running fine but I would like an access plan to be present for the optimizer since the report is run so frequently. The ODBC's of the submitting server have "Enable Dynamic Package Support" selected.

Does anyone have any ideas why 2 of the three statements are not biulding an access path??
