DB2 UDB V8 FP3 on Windows

In the last couple of months we have situations where no new user can connect to a database while existing users continue their operation fine. I have checked the number of applications limit, agent limit and everything seems fine. I also don't see any error in db2diag log either.

I know this is not a very specific post but just wanted to see if anybody out there has seen the same behaviour and point me to some direction.

What is the error message ?
Any db2diag.log and/or notify.log messages ?
Any possibility to set the diaglevel/notifylevel to 4

In the diag log actually I found one entry with return code 0x83000002. Now I am waiting for IBM to hear back. And yes, setting the level to 4 is the next option.
