Tablespace states...

Hi,
I am using DB2 UDB 8.1 .How to QUIESCE the tablespace in V8. However if I QUIESCE a table which is in that tablespace, how to bring it back to normal state?..It gives me error. However if I force my all applications, I could able to QUIESCE Reset . Can you explain this?
