file error 39

I created a sequential file and then with REPRO command transferred this SEQ file to a KSDS cluster. I am unable to read the KSDS file though a COBOL program. I get file status 39. If anybody has a complete JCL, Cobol program for such issues, please post them. Alternatively, any kind of solution is welcome.
