Create Triiger issue on AS/400

I am getting the following error when trying to create a trigger on a table in DB2 on an AS/400.

SQL0913N Unsuccessful execution caused by deadlock or timeout. Reason code

"OSMDCSDB.CASEMASP". SQLSTATE=57033

Any ideas? I have even done this when no one else is accessing the DB on the box.
