Error allocating DB2 environment handle

Hi
I am new to DB2 environment. I installed DB2 UDB 7.1 client database in windows 2000 environment. While starting the "command center" its giving me :

DB2Message
Driver
[IBM][JDBC [IBM][JDBC Driver] CLI0647E Error allocating DB2 environment handle, rc=db2jdbc.

I tried uninstalling and installing again, but still i could'nt able to resolve this problem. It will be help full if someone can resolve this problem.

confirm you set the right "path" os parameter , DB2INSTANCE,DB2PATH,DB2TEMPDIR

error connecting db2 handle; rc=db2jdbc

i checked the db2instance and db2tempdir, it has been set properly. but still i am getting this error. is there any other things which i need to check??

Is there anything in the db2diag.log?
Use DIAGLEVEL 4.
