Not quite Delphi, but then...
Attempting to update BDE to 5.2xx (Steve Prestwood's file) I repeatedly receive an error message that BDE cannot be installed because there is a conflicting program in memory.
Measures taken
Uninstalled BDe
Removed all registry instances for BDE and IDAPI keys/pointers
Deleted remaining files and folders
Searched for inmem***. in Windows Temp, then all other files. Seems not to exists.
Run task manager, removed all start up programs which could possibly page BDE, stopped all processes not necessary for basic running.
Rebooted in safe mode.
Sworn a blue streak.

System is Vista HP (Mistake..updating to W after the registry is restored). about 4g ram. No notable events.

Does anyone know what is going on here?
