Informix DB_locale

Please advise me.
How I can insert data from DB with ru_ru locale into utf8 locale DB.
I got -23197 error.
First DB in RU_RU, Second DB in UTF8

Hi,
I think that define environment variable DBNLS=[1|2] and chech the SQL.
