Time spent when allocation a new big extent

Hi All,
I would like to know if someone has come up with an answer for that question?
I was told that when the db server is about to allocate another extent (i.e. 2GB), it takes about 20-30 seconds to scan bitmap. Therefore, database transaction is suspended (locked) for all transactions.
Any Help would be much appreciated,
