unfortunately, there is no free version for Informix 4GL. The only free product with the IBM Informix brand is IBM Informix Innovator C Edition, which is a "not so limited" version of the Informix Dynamic Server engine.

Regarding the 4GL question, depending on what your needs are, you can take a look
at the Aubit Project which is an open source project.

You can also look at Querix Lycia which is also an beautiful x-4GL development environment ( based on Eclipse ) whose price is inversely proportional to its quality.
