Access denied for user: '*****@localhost' (Using password: YES)

I am running the query:

LOAD DATA infile 'C:/WINDOWS/Desktop/neoitems.csv' INTO TABLE `neoitems`

and am receiving the following error:

Access denied for user: '*****@localhost' (Using password: YES)

I have figured out my access to denied, but how can i fix this?
