While creating a new instance of server IDB 9.3 I used the SHMBASE as 0x0A000000L as given in release notes. The server is starting
but none of the on commands like onstat, etc.. work.

What could be the problem

Before you config new instance you have to set kernel parameter in /etc/system and reboot matchine

what're errors when you run on- command ?

Can you please explain to me to more detail as to how to add in /etc/system?

While running onstat the error that occurs is :
shared memory not initialized for INFORMIXSERVER
