Informix 25500 error

This error is coming up on my server while starting informix INET process after the informix database comes online "tbinit"

#/u/informix/lib/sqlexecd HOSTINFORMIX

25500 The sqlexecd daemon is not licensed for remote use

I have added the licensing info and I am running SCO 5.0.4
Informix Online ver 5.10.UC1
Informix-STAR ver 5.10.UC1
Informix-4GL Rapid Development System Run Time facility ver 4.20.UC3

Any ideas??
