23705 error while inserting data into external table

Hello All,

I have created an external table in XPS environment.
Here the development server is different than database server and the path for datafile is set to development server directory.
Now the problem is while inserting record it's gives the error 23705 while err=13 ( permission denied)
What is the solution for this problem?
Please suggest.

It verifies the permissions of accesses where this the file.
