Does anybody know why a 9.21 ids engine would not do a checkpoint for at least 30 minutes. all previous checkpoint took 0 seconds and all subsequent checkpoints also took 0 seconds.

The application process died or rather the application connection to the database died, but it seems that the database itself never really came down. The application itself was restarted, not the instance and it worked properly after that.

Checkpointing is instance related.
It depends on the checkpoint interval parameter in yr $ONCONFIG file.
or if the physical log is 75% full
or before a backup
or at an 'onmode -c' command.
