The last line of the "onstat -u" shows three things:
active xx, total xx, maximum concurrent xx
when this line looks like this: "364 active, 512 total, 402 maximum concurrent ",
If a new user try login the following errorcode appears:
13:49:24 NSF putlocal: t_open error: t_errno = 8, errno = 6.

13:49:24 listener-thread: err = -25574: oserr = 0: errstr = : Network driver ca
nnot open the network device.

I think that you need raise the parameters NPROC and NFILE in the operating system and check in $ONCONFIG, the variable NETTYPE connections.
