Users should not be able to get to design view of forms, reports or modules.

If you let them get to design view, it won't matter what you do, your data can never be secured.

Ok, now I get it. With the MDE users wont be able to view de Design View of the "Forms", "Querys", "VBA Code" and all that stuff.

Actually, they can get access to the design of Queries, which is why I said not to provide any.
You can also deny users access to the database window, by a combination of using Startup options and the Shift Key Bypass.

It says there is an IEEE standard on file encryption security that stuffs from Brocade and Bloombase support readily, i guess it worths to take a look at these first, if it works on file level, for sure it does for your mdb files.

something called ieee1619 https://siswg.net/ i guess it's something like ieee1394 to firewire or ieee802.11 to wifi
