There is an interesting paper on the differences among Microsoft Access Versions: Compare Microsoft Access Versions.

From my experience (I work with Access since version 1 and use it in a professional environment since version 2), the most stable combination I have found is to use Access 2003 with the Access 2000 file format, for several reasons that will be too long to enumerate here.

It's only my opinion and what fits me does not necessary constitute the best solution for everyone.

Have a nice day!
