Problem wth Secured shortcut link- Unrecognized database format 'c:/.../MSAccess.exe'

I am getting the Unrecognized database format error 'C:\Program Files\Microsoft Office\Office\MSAccess.exe' error, whenever trying to open the secured shortcut link of the database in exclusive mode.
The database is created in Access 2000. If I don't apply security to the database it is working fine. It happens only after applying security to it, and I have the administrator rights. I tried creating a new blank database and then imported all the objects, still it is giving the error. Now I am not sure how can I make any design changes to it.
I tried searching the forum, but no help. I would appreciate if anyone can give some clue.
