Angry Help-may be easy answer

IN MS Excel 97, how can I move a user to enter in data only in the cells I want? the entire sheet is protected but I want the user to be "TAB" ed to the next cell, enter data, hit enter key, moves to the next cell, they enter data... etc...

Please help...
