Excel 2k and Access 2k

I have an application in Excel that requires a Microsoft Access 9.0 Object Library file, but I can 't install the MS Access application to each user since I don't have the licenses. The data entered in Excel is SQL'ed in Access database somewhere in the network. The application is installed in each user workstation. Is there anyway that I can only transport the Object Library file to the user so the application works? Or is there a way I can code the reference to that Object Library?
