Problem in replicating dashboard example

I was trying to replicate the dashboard example explained at
http://www.tushar-mehta.com/excel/ch...e%20colors.htm

However when I run the code I am not getting the results as explained and I am unable to understand where I have gone wrong. I have attached the working excel file with the post.

Can some expert point out the mistake in my implementation.
