Y Scale on Charts Both Sides of Chart

For the life of me and can't seem to find a way to have the Y scale (or the x-Scale for that matter) show up on the left AND right (Y Scale) or top and bottom (x-Scale) of an x~y scatter chart.

Any ideas?
