Excel and Staff Schedules

Hi, I want to know if it is possible to produce an application in the Excel to see and find a certain staff that can take another staff's shift if he/she is not able to work on that shift.
Will a Marco do that?
Or VBA?

-There are less than 25 staffs
- A schedule with shifts per week (mon-fri)
- hours are listed on a left column - from 8:30 all the way down to 6:30 pm.
- mon - friday is listed on the top rows
- while the staffs are listed in a slot of time

Do anyone with experience or knowledge knows if this is possible?
if so, what do I use, and approach it?
thanks
