Can I use 2 scroll bars to move data? (row and column)

Can I use 2 scroll bars to move data on an Excel 2003 dashboard?

Ok I have the date/year and multiple areas that have overtime calculated each month. There are 28 Areas.
I can use =offset and 1 scroll bar to move the date with Area 1. (from this I create a small graph for the dashboard).
I want to be able to scroll between Area 1 to 28 with the overtime columns scrolling, as well as be able on 2nd scroll bar, move the date and number of overtime.
I don't know coding and only know basic Excel with some formulas like offset.

I wasn't sure how your chart should look (stacked bar chart? axes?) but I've attached a rough example which should hopefully be sufficient for you to get yours how you want.

Wow thats great. It is almost exactly how I want it.
Is there a way to scroll say across for dates, and scroll down for each community and show the community name?
