How to base an if statement base on colour?

I want to add a formula or an if statement that will look at the text properties in one cell and if it is the color red, then change the value of another cell. So basically I have a column of values(numbers) colour coded red and black. If a cell number is red, then make the value in the cell next to it 10, if it is black, then make the value of the cell 0.

Please let me know if I can do this.
