Report Service cannot find Report Server

Hello, everyone:

I have SQL 2k and V .NET 2003 installed. I build a SQL Server Report from .NET 2003, and configure TargetServerURL by default http://localhost/ReportServer. When I deploy report, there is error message,

A connection could not made to the report server http://localhost/ReportServer

Can I deploy the report from local computer?

Any help will be great appreciated.
