SQL 2005 Replication

We have setup Merge replication to allow to different DB's that are being updated seperately by 2 different companies. The Merge process is working fine. We had a problem last week were the SnapShot was applied on the subscriber side and of course it overwrote data on the subscriber that had been applied. The snapshot agent was setup to run during SQL Agent Startup but I changed it to run on Sundays at 1 PM. The merge agent on the Subscriber side runs every 5 minutes so I expected the Merge Agent to pull the snapshot around 1:15 PM on Sunday. It did not pull it and still hasn't. I guess my question is, When does the Merge agent pull down a snapshot? I would like it to be scheduled during the off hours. We lost a lot of data last week that had to be entered because of this.
