At Run Time created Task/Step not visible in DTS-GUI?

If I build new tasks and steps with an activeX-task in the same package, they are not visible in the DTS-GUI afterwards.
But they can be seen and changed with a Dynamic Properties Task and they run without problems.
I just want to design the workflow with the GUI afterwards, so that they run in the right order ...
Is this normal, a bug, or is there a trick, I do not know? maybe i forget to assign a specific value to a specific property or something?
Help would be highly appreciated :-))
