Question beginner question about bin files

Hi

I just started using a mysql database at home to test some dynamic
web stuff.
I found a directory, where all executed commands have been logged.
Itīs in "../lib/mysql/server-name-bin.1". Concerning the log procedure,
I have two question:

1. At the moment, I'm at number -bin.162. When does the db create a
new file number? Are there commands, where I can do it manually (what
do I have to do) or happens this automatically?

2. Do I have to keep the log-files from the older folders or can I delete
it to save webspace?
